According to the Défenseur des Droits (DDD) 2021 report, disability is the leading ground for discrimination in France, far ahead of origin. The same report tells us that access to employment, public services, housing and education are the main causes of discrimination against disabled people. And it’s not getting any easier!
What is the rationale behind public policy on disability? Do they favor assistance or inclusion? Despite the armada of laws and regulations surrounding these issues, why is there such a gap between stated intentions and the effectiveness of disabled people’s rights?
